This adds the fact that you don't need to predefine 128 outs if you are
capable of doing 128 outs.  You don't have ANY hardlimit.

It just seems braindead to say that you have 16 outs, and you can use 1-16
of them.  But not 17.  If it were hardware, there is a reason.  This is
software.  There needs to be a REALLY good reason for a hard limit to exist.
