Unicode just describes the character set. UTF-8 seems like an obvious
choice for encoding as we've allready said strings will be UTF-8. I like
URLs myself, but file URLs dont play well with VMS style operating
systems (like windows) which have device prefixes (eg. C:).

If people who have to support windows OS's are OK with it, its fine by me.
