There are some CMSs which dont require a database, please refer to the 
following and select one. (alternatively they may need xml support)

If mysql is available, we have 1000s of options in our hand.

For brochures/notices etc, you can use online PDF conversion tools like
http://www.doc2pdf.net/

So, you can finish most of them off in the internet lab itself.

So you can come out of your floppy problems with this!
