technical terms I have used? I have followed the dictionary released by 
Infitt, an International Tamil Organisation.

Yes, it is important. Considering the PDF, encoding may not be 
necessary. But cosidering the stability of the document, whatever 
produced in Tamil, those should be in Unicode, in otherwords, UTF-8 for 
further enhancements. and GNU is very particular about UTF-8.
