[glug-t] build a cms

hi all,
We intend to build a cms ,custmized to our needs. what could be the best way
to go ? .
take an existing cms and modify it or choose a framework like cakephp and
build using it if framework then what framework will you suggest ? . i would
like to have suggestions or tips :-) .
