[glug-t] Problem with tamil unicode and php

Hello ppl,
we've developed a tamizh unicode website using PHP Fast Templates..

http://www.nitt.edu/tamizh

But the site is not getting loaded with correct encoding by default in
firefox or konqueror

Only when i change the encoding to unicode-16 it works..

But in the case of IE, it loads correctly by default..

Please help me out on how to make the encoding recognizable by the browsers
by default..
