Seems to be a very valid mis-feature. It is highly unlikely that you will
find a config file library with that feature.
But if you are going to read/write to the config file only through a
UI/program, you wouldn't need comments in them. You could also consider
splitting up the config file into two - one for manually configured
options and another for options configured through your program.
