Yes, only 19x19 games can be rated. 9x9 and 13x13 are always free.

Additionally, if your account is set to "NR" (No Rank), *all* your games are
always free. You need to set yourself a rank first, do that with the command
"rank 10k" or whatever you estimate yourself. If you are beginner, "rank
28k" sounds about right. :)

Next, once you start a game, it will be automatically rated if:
* It's 19x19
* Neither you not your opponent is NR
* Your opponent is within +/- 3 stones difference.

Example: 10k plays 12k -> rated
10k plays 15k -> free (because more than 3 stones difference)
10k plays NR -> free (because one NR player forces the game to be free)

However, proper handicap can be used to bypass that +/- 3 stones rule.
10k plays 15k with 4 stones handicap -> rated (because real difference is
now only 1 stone, which is within the +/- 3 stones range)

Please have a look at "help rank", "help rating", "help freegame" in the IGS
online help system (just type above commands in the terminal window).

Besides, all that stuff has nothing to do with the client, the server
determines if a game is rated or not, the client cannot influence that. This
does not mean you are not allowed to ask this here. :) But I just want to
say, for this issue it's irrelevant if you use gGo or another client.
