the day, and the lesser light to rule the night: [he made] the stars also.

Psa 136:9 (KJV)  The moon and stars to rule by night: for his mercy 
[endureth] for ever.

Gen 1:14  (KJV) And God said, Let there be lights in the firmament of 
the heaven to divide the day from the night; and let them be for signs, 
and for seasons, and for days, and years:

Psa 104:19 (KJV)  He appointed the moon for seasons: the sun knoweth his 
going down.

It does seem that in a technical sense that the moon rules the night 
only on the full moon.  However, the rule of the night is not that of 
the moon alone (Gen. 1: 16, Psa. 136: 9).  The stars always rule the 
night, especially by the end of dusk and before dawn.  The moon shares 
the rule when it is up at night. 

A primary role of  the moon is in determining seasons (mo'ed) (Gen. 1: 
14, Psa. 104: 19).  Presence or absence of a visible moon is needed in 
this role.  Here we have the question of how a dark moon could rule the 
night.  In addition, the time that the moon rises and sets may also have 
a role in determining these seasons.
