I've always admired the Dutch for this. You know when they have a very good
command of English when they can make and understand jokes!

I have met a number of Danish people in recent years who were just visiting
(thus no advantage gained from living with a second language) and I can state
that all of them had an excellent command of English. I can only guess that
they consider proficiency in English is a prerequisite to being a cosmopolitan
citizen and therefore give it the priority necessary to achieve this.
Now that you are part of the EU and travel within and between countries is so
much easier, do you not notice the number of foreigners who speak much better
English than most of we native English speakers can manage with a second
language?
