Believer got it right. This is simply terrorism fear run amok.

What did this goofy sheriff think terrorists were gonna take out in =
Hartford
City, IN? Like as not, the only thing even remotely resembling the 'Twin
Towers' there would be a couple grain silos...separated by a fertilizer
plant.

Oh wait, I'll bet there's a secret underground bunker where Dub, Cheney =
