Who approved a cache that was hidden in the superstructure of a bridge?
Sounds a little on the dangerous side to me. Log it....

It depends. Most will say, "If you don't sign the log IN the cache, you
shouldn't log it." I say, do whatever you want. It is only a game and there
is no competition. If you made every attempt to retrieve it and could see
it, I say log it! Let them know in the log that it was unreachable and
perhaps they will relocate it. If the owner has a problem with your find, he
will let you know. Each owner has the right to delete logs if they feel it
hasn't been properly found.
Just my opinion.. I'm sure you will hear plenty! :-)
