These types of devices on vehicles typically use cellphone type transmissions (MOBITEX) or radio to send in vehicle locations. Currently we have 75 school buses in St Louis that are so equipped.

I don't know who makes them,. but there are GPS broadcast devices that
companies put in their fleet vehicles, and in the news recently was the story
of a guy stalking his ex-girlfriend, he put a GPS device in her car so he
could follow her (he got arrested for it too).
