[GeoStL] caching on IL state land

I've been having some email discussions with someone from the IL Department
of Conservation about geocaching.  He indicates that they generally do not
have a problem with it, but they have been monitoring the situation.  They
are working on a policy for caching on state lands.  I asked him to set up a
meeting with geocachers to discuss what they are thinking about doing in
their policy.  I will let people know what happens.

ps still no word from the NPS.
