The powers that be at gc.com will lock a travel bug if they feel it's being
abused (i.e. people sharing the numbers and excessive logs w/o actually seeing
the bug), it's been a problem more in the coin world than the bug world but
still an issue. A bug can only be unlocked by contacting GC.com and
requesting they unlock it and promising to clean it up.
In the case of this TB I took a look and can't see any reason they locked it
unless maybe they didn't like that it was lurking near caches rather than in
them.

I didn't know that you could LOCK a travel bug. Thats interesting.
