if you read the snopes article they say it's highly unlikely that any
compromised propane tanks will make it back into circulation, but if for
some reason they do, they give you the easy tips for discerning whether or
not it has been compromised.  I for one am not worried about exchanging my
propane tanks in the least.  But thanks for the heads up!  Now I know what
to look for!  :)
