Actually I think the website was started because in the beginning when Nancy and I were talking about geocaching they were thinking of implementing a policy very similar to the state parks or DNR and I really believe they just decided all the permits and regs weren't worth the effort and decided to allow caching with a wait and see policy. The webpage is probably a remnant they forgot about.
