FYI: Shawnee National Forest is going to be working on a geocaching policy
next year.  They have agreed to meet with some of us to talk about it first.

We have never had much trouble with them about placing caches, I think Nancy
F. was who approved a bunch of caches. Check the caches that are already out
there for her name, and contact her.
