Actually, the COE had been great to work with here & the procedure for
getting a cache approved by them is quite simple. The guy who placed the
cache has bent over backwards for me & for geocaching in general.
He had never heard of geocaching prior to my contacting him. Since then he
has written the official caching policy for his district & has even donated
the picnic grounds and shelter house for the event, as well as submitting
press releases to the local media about the event!
