It just means the wheels of bureaucracy haven't yet figured out how to deal
with Geocaching yet. It's just not a 'familiar' activity for them...unlike
say, hunting. So, they haven't decided and formulated official policies
they're willing to stick by.
Despite the seemingly exponential growth of the game apparent to those
involved, I'd bet you could stand in the middle of your favorite shopping
center, do a survey of the general public's knowledge of the game (sport?),
and 9 out of 10 wouldn't have a clue what it was about.
