I don't know the specifics of the other cities, but it could have been that
the placers there were smarter and placed it where it wouldn't have caused
so much law enforcement attention.  Honestly, placing ANYTHING on a
high-traffic bridge (35mm film canister included!) will cause a stir.

Then again, maybe there was a member in the other police forces that knew
about the TV show and was able to quell the incident before it got anywhere.
