The only way I can think of for this to happen is if snap-to-road is
enabled. You move (slowly) from one road being closest to another road being
closest. In the time you have actually gone, say, 50 feet, the GPS thinks
you have gone several miles. Therefore your average speed is very high
compared to your actual (speedometer) max speed.
We will ignore the Magellan option, as the problem states that "it was
operating properly." ;-)
