[GeoStL] Bellefontaine Neighbors Cache Permission

I know that St. Louis County has given blanket permission for the placing of
caches in their parks. Does this cover all parks in the County, or only
those listed as St. Louis County Parks?
Also, is there already permission to place inside Bellefontaine Neighbors
parks? If not, I am willing to speak to Mark Dickerson (Dir. of Parks and
Recreation) to obtain permission.
