I am going to go at this the easy way. If is controlled by the park, and
caches are allowed in the parks there, I think just ask the park board
if they even require permission. If the park board does not know then I
think you are good to go.

The land was granted by St. Joseph Lead, and the Park
maintained by the Festus/Crystal City Garden Club.
The marker was placed by the Missouri State Highway
Commission.
This is more than a marker though. It is a small
roadside park with around a dozen picnic benches. It
is flanked along the back edge by a irrigation ditch.
I'd like to place a cache here to educate cachers
about PPG/Crystal City History.
Does anybody have any pull or suggestions to who to
contact for placing this cache?
