[GeoStL] BLUE STAR MEMORIAL HIGHWAYS

The Austin Pitcairn Memorial Park has a Blue Star
Memorial Highway Marker in it.

I was wondering if I had to secure permission from the
municipality or from the Missouri Department of
Transportation.  

Does anybody have connections with MoDOT in
Festus/Crystal City Area?  

I Called Crystal City Manager to get information on
who to contact, and she didn't know.  

The land was granted by St. Joseph Lead, and the Park
maintained by the Festus/Crystal City Garden Club. 
The marker was placed by the Missouri State Highway
Commission.  

This is more than a marker though.  It is a small
roadside park with around a dozen picnic benches.  It
is flanked along the back edge by a irrigation ditch. 
I'd like to place a cache here to educate cachers
about PPG/Crystal City History.  

Does anybody have any pull or suggestions to who to
contact for placing this cache?
