Thats right, and they are no longer allow caches under or on bridges , on RR right of ways, near dams, and anything else that dosnt look right. (if they can help it)

Keep in mind that the Bomb Squad would have never been called on that
cache in CA if the owner of the cache had not placed it on land that was
posted NO Trespassing. We all need to be careful to secure permission
before placing a cache.

Sounds good in theory, but that is not reality.  There are lots of
people
working for these agencies and they all don't know what is there.
Glen's
Greer Spring Cache was in an ammo can and Forest Service law enforcement
found it and thought it was drugs.  So they removed it.  The Forest
Supervisor of the Mark Twain National Forest told me it was OK to place
caches in Wilderness Areas, but a employee recently removed the Pioneer
cache.  So don't expect every employee to know what they are stumbling
upon.

And then there are people stumbling on it.

Let's also not forget about that guy from CA who hid an ammo can by a
railroad.  The bomb squad got called out and the cache placer was
arrested
and got fined thousands of dollars.

People are certainly free to use them in places that don't allow them.
But
I think it is not a good idea.  Simply my opinion.  What would be nice
would
be a good ammo can that was see through.
