There are many benchmarks that are not in the geocaching database. 
Geocaching got their database from the NGS (National Geodetic Survey) in
2000.  Benchmarks are added to the NGS database when they are submitted
and meet the agency's stringent approval guidelines.  Usually benchmarks
are only submitted for inclusion when they are part of the project's
requirements because it takes extra time and money to meet the
guidelines.  Therefore, it is fairly easy to find benchmarks that are
not in geocaching.  There is no way currently to add them.  There has
been some talk in the forums about adding a section to allow additions
but in my opinion, it would become a dumping ground for every little
mark on the ground anyone could find.  By the way, this is the most
frequently asked question in the benchmark forum.
