To distribute your XNA GSE-based game on the PC, you can use the normal channels (ie. online downloads, CD). At the moment, it's not possible to distribute your XBox360 game, as there's nothing in place for that. The April update for XNA Game Studio Express is supposedly going to have a way to distribute your compiled XNA GSE games for the console.

As was stated in a previous reply, to be able to develop something for the XBox360, you need to purchase the Creators Club subscription through XBox Live Marketplace, on the console. For developing on the PC, it's free and doesn't require any payments to Microsoft if you want to sell your PC games.

Was reading the FAQ on XNA the other night. Can you clarify what may be a misconception of mine? It appears that if you want to write for the PC the only way to share it is distribute the source via, I believe, XBox Live. Is there a way to package the game if you wish to go commercial with it? Are there fees to Microsoft involved?
