XNA Express is a version of the Xbox 360 API that has been released
(more or less) to the public. You can download it and play with it for
free. For $99.00/year you can join the creators club which lets you
play your games on your Xbox 360. You can develop your game for DX10
for the PC for free. XNA Express limits you to using C#.
Of course there is a license agreement that accompanies even XNA
Express, so you'll want to actually read/look at it (beware of the
legal wording).
This is different from the API's that are available to fully licensed
360 developers.

P.S. Gamemaker (http://www.gamemaker.nl/) is a thing of it's own, so
you might confuse people with that "game maker tool" wording.
