I suppose there are various loader *implementations* for these
formats, and it's obviously their respective licenses that you have
to study, if you're going to use one of those.
As to the file formats themselves, IANAL, but I think a file format
could potentially be protected by a patent. (Whereas an
implementation of a loader would be protected by a copyright.) Though
software patents do exist (and pose a threat to Free/Open Source
software and potentially the software industry at large - but that's
another story), it doesn't seem very likely to me that someone can
get away with patenting a file format.
Then again, seems like it's possible to patent just about anything, so
you never know... >:-(
