I am not a Windows expert either, but here is what I am thinking: What
are the names of the missing DLLs that it is asking for? Are those
DLLs present? If so, are they in the correct place so that the system
can find them?
"Normal" behavior is to pop a window reporting the missing DLL. In this case I got a cryptic message saying that the configuration is incorret and that maybe reinstalling could solve the problem. No more info.
