Please be more specific in your messages. I had to dig back to find what you were talking about. First of all, get an Opengl reference. Second, switch to C++. There must be very few Delphi+GL tutorials around there. In the book Opengl game programming there is a demo, they use the technique of water plane mentioned in a previous mail, and I think that also multitexturing in a more advanced stage.
