Thats why I was trying to get the full path. I know that structure is totally different because I have both spanish and english windows. Can unprivileged users write in \Documents and Settings\[user name], outside personal folder?

in C++ is the same with getenv, the %USERPROFILE% gives you: X:\Documents and Settings\[user name] my documents is in there. You should notice that the "My Documents" folder changes acording the localisation of each windows (eg: in my machine it's name "Mis Documentos" instead of "My Documents") 
I think you should use only %USERPROFILE% without the My Documents folder
