I can't tell you in general but I know about the gaming industry.  Most 
PC game developers are now overseas because the PC gaming industry is 
very weak so publishers aren't willing to pay high development prices. 
Overseas wages are half to 1/4 what they are here.  The PC developers 
that remain here tend to the be very strong ones.  The majority, those 
that produce those games you don't read about on the front page of PC 
Gamer, have already left or gone out of business.

However, console games remain in the US.  Console games have a budget 
many times higher than PC games so the development costs are a much 
smaller part of it and the quality needs to be as high as possible.

Console developers may hire new programmers but I'm not sure because I 
didn't apply to console developers back when I was new.  I know for the 
PC it's very tough, unless you are willing to work overseas.
