Well, I know there are is a lot of development going on in the US, the
UK, and Japan. I'm sure there is development going on in other
countries. My understanding is that getting a job in Japan is very
difficult and you must speak the language. I don't know about the UK.

I just got back from India, and I can tell you that there are lots of
game development studios popping up all over the world. Korea, China,
former Soviet Republics, etc. A specific country would help me help
you. Now, that isn't to say that a studio in one of these spots is as
far along as studios in UK, US, Japan, but they're certainly driven,
have some VC funds, and looking for interested and driven folks to
work for them.
