For the basics of any drawing app, you're going to want a graphics
library. I recommend looking at OpenGL[1] (especially if you want 3D
balls, though it can make nice 2D just as well. It has a rather
steep learning curve, however), Allegro[2], and SDL[3]. Allegro is
designed specifically for games, and SDL is used mostly for games but
designed to be a bit more (note, only a little bit) generic.
Give some of those a look-over and try some tutorials[4-8]. That
should keep you busy for a day or so. ^_^
