Pretty much. Of course, with the tiles comes a certain type of gameplay, 
namely 2-dimensional. Apart from that, there isn't any fixed definition 
I'm aware of. I guess that the name "Tile RPG" has been chosen for the 
tutorial because most people have a basic idea what a tile-based RPG is. 
One example might be the various works created with RPGMaker.

IMHO (and it is a humble opinion, since I'm not an experienced 
programmer, designer or anything), genres aren't really the thing you 
should concern yourself while designing you game.

Look at games you like. Take the aspects you like, and reuse them. Look 
what those games try to achieve and how they do it, and learn from it. 
Terms like "RPG", "Tile-based" and such are only useful as far as they 
express ideas already in your brain.

I'm pretty convinced that the most interesting (though not necessarily 
commercially successful) games will always be those that can't be 
described with one word.

Don't worry; I've found this list a very nice place to stay and learn. 
Very rarely are the members here rude about questions they consider too 
basic.
