Well, if it is anything like the original PlayStation (which I had some
experience with) then you have to get Sony to encode it for the region
you want to distribute it in and then have the result pressed. Usually
that means paying Sony a very large amount of cash. And, of course, Sony
only does this for you if they approve of the game. 

I do have a vague memory of their being a development version of the PS2
that you could get and use to develop you own games, but the DVDs
developed for it only worked on other development systems. But, that
could be very far from correct because it is a very vague memory.
