[gameprogrammer] Re: PC game Outsourcing

Talking about outsourcing, South Africa has a very different problem 
.... it has a "brain drain". As in: for 40 years, a certain group 
enjoyed lots of privileges. Now another group enjoys those privileges 
(namely preferential job placement, with some dubious clause of "only 
when the 2 candidates are equal in skills"). The first group isn't happy 
with it and is leaving en masse (in large numbers) for greener pastures 
(ie the US and the UK, Australia, etc). Irony is that it seems that the 
jobs there are now leaving thse countries and going to 3rd world 
countries. Hey! This is a third world country! Just my luck!.... 
Actually, I can't get a job cos not only am I from the first group, but 
I am also a foreigner (double whammy). So I am penalised, even though I 
arrived here after "freedom".
I think most of the jobs are going to India and that government did a 
good job of transforming their economy towards IT. This government is 
trying and not succeeding.

Now, does anyone else have good ideas of how I can change a "CIV" like 
game? I thought that the way that armies are developed there was bad as 
1 city can make 100s of units without a single population drop. That 
seems weird.
