It all depends on what you want to do.

By using OpenGL you can develop games can run
in any computer/OS that has OpenGL support. By
using DX you lock yourself into Windows.

The same goes for the language you use. Most
comercial games are developed in C or C++, sometimes
with a bit of assembly.

But that shouldn't prevent you from developing in
Delphi if you feel more confortable with it. And with
tools like free pascal, you might still be able to
port your code to other platforms.
