The best option is to talk to your ISP and get them to install something
server side. Server side
they can employ rules (spamassassin), greylisting, rbls, etc on incoming
mail.

Yep. Basically a whole pile of zombies all sending spam. They don't run
a normal mail server. Just special spam servers.
