I feel your pain since I'm an email admin.  The problem is that the
spammers are throwing in enough color noise to disturb most attempts an
doing some OCR.  Supposedly Spam Assassin had developed a fuzzy OCR but
I don't know how well that's working.  Our current option is to block
any GIF files that come in but that's not going to go over well.
