The simplest way to get going would be to work with an existing
library to cover the nasty bits of setting up the screen and handling
the events from the operating system.

You can go DirectX but for beginners I would choose something else. 
I would suggest libSDL instead.  Much simpler to get something
working.  Plus it has a path to get you using OpenGL if that's the
direction you are wanting to head toward.  Again, in my opinion,
OpenGL will be easier to get something working than working with
DirectX.  An alternative to SDL would be to use Allegro but I've
never used it.
