Yes, sure, but in my opinion there are at least two major kinds of
"clients" for game-related artwork :
    - real professionals, that have very specific needs (say, a specific
horseman with given armorial bearings to fit in their scenario, and
technical requirements as, say, full-blown skinned 3D with articulated
skeleton etc.), that require an exclusive license for the artwork and
are ready to pay a lot for it, for example to freelance artists, as you
mentioned
    - hobbyist programmers like most of us, who have rather common needs
(if they have only a pikeman the game plot will be changed accordingly,
usual elements such as wands, swords, etc. are mostly needed, only
bitmaps are generally used), that care less for content exclusivity than
for rather inexpensive and easily available assets.

That's why I suppose there could be "artwork packs" for hobbyists, for
which the low income generated by each sale could be compensated by
their number and the lower cost of production of the assets.

Some conditions, beside low cost for the client, would exist, though,
such as minimal quality (alpha, high resolutions, animated), consistency
in style (ex : manga, or made from 3D models; with always the same
perspective projection, relative size
of objects, color etc.) and minimal richness (i.e. with really a big
artwork library, so that nearly 95% of their needs should be fulfilled,
not letting down half-way of their games because of a lack of relevant
content).

In my opinion the benefits of sharing graphics this way exist, I suppose
the business model is sane (even if it is a niche market; for example
royalty-free sounds are easily available this way), so I guess some
companies already tackle this issue. My only problem is I cannot find
any ! Either I am wrong, either I missed the companies when I googled
for them :-) .

Among all the readers of this mailing list, really nobody has heard of
such offers ?
