No. libGL can direct the pointer queries to some lower level lib.
Try glew
http://sourceforge.net/projects/glew/
Windows binaries are available and if you use Gentoo just `emerge glew`
Other linux distros should have it too.
Glew is anyway the easiest way to use OpenGL portably, when combined
with SDL.
