[gameprogrammer] Contract: Web designer/programmer/content (Offtopic?)

I'm not sure if this is too related to game programming, I have a contract for a website for my game. If it's totally offtopic let me know and I won't post these in the future.
With my game shipping soon, I'd like to offer a contract for someone to help fill out the rest of the content at 
http://www.galacticmelee.com

This involves:
1. Adding a forum (simple machines?), and setting the style to match the rest of the site 2. Write a thing to show a screenshot of the day, on the front page, based on screenshots uploaded to the directory. 3. Query the database and show various per-player stats, based on the "Weekly Stats" section. 4. Add a "Terms of use" link to the bottom of each page, and add a terms of use page. 
5. Eventually once I have it, integrate more content into the site.
Part 1 is due ASAP, no longer than 2 days once the contract is agreed. Part 2 should be done within an additional 3 days. Part 3 should be done within an additional week. Part 4 will be ongoing, and is optional, based on interest and availability. 

Skills required:
HTML
Javascript
Ajax (?)
ASP (?)
Photoshop
Great writing skills

In order to do part 3, you would also need MS SQL experience.
Pay is competitive, negotiated in advance as a flat fee. Pay is broken among each of the 5 sections, and no payment will be made until 100% completion. This is not for me to cheat you, but to keep me from getting cheated, as the last few guys I hired bailed partway done and demanded payment. I'm an honest guy, if you don't believe it just don't apply.
