What about what the old shareware licenses had in them, a clause that
you could charge a small amount for the cost of the media?

I would say that complicating the license sufficiently to try to express
that would generate enough legal fodder so that, if someone wanted to
break the intent of the license agreement, they could make a strong
legal case that they had not broken the letter.
