From my experience, lack of levels / HP development tends to make players
amass money and gadgets that give them an equivalent 'godlike' advantage
over the general population [erm, not that this doesn't happen in D&D as
well!]. I'm not saying that is a bad thing, but just something to be aware
of / want to control if you're going down this route of no level
progression.
Incidentally, I'm always amazed that my Baldur's Gate mage can carry around
50,000 gold pieces...
