I've never tried gimp on a windows machine but if it requires the
'cygwin' runtime or something I'd look away.  

The built in paint program will suffice for simple bitmaps but you're
going to have a bit of a struggle to get some of the results that are
easily done with Photoshop.  

Photoshop is too expensive and for small bitmaps it's a tad overkill.
 Take a look at PaintShop Pro.  Now owned by Corel.  Hopefully they
still offer a trial version to play with.  This program is not a good
as Photoshop for large bitmaps but for the sizes you are dealing with
(even at double the size you are dealing with) this program is about
equivalent; ok it may not have all the filter effects that photoshop
has but it does have layers and about the same amount of layer
effects as photoshop and that alone goes a long way to bitmap munging
blis.  It's an order of magnitude cheaper too.  I think Corel has a
sale on it for $70, at least that's from the latest spam that I got
from them.

I haven't tried Photoshop LE (light edition); does Adobe they still
sell that?  I don't think it's as cheap as PaintShop Pro and I don't
know what they did to cripple it from the full blown Photoshop. 
Unless someone else has played with it, they could comment.
