I've used Eclipse for Java and Perl development in Windows; it makes
fantastic use of how well Java introspection works, but it's not very
interesting for Perl.

I've heard mixed things about its C++ support
(http://www.eclipse.org/cdt/), like "getting there" or "maybe one day." 
Since it uses gdb as its debugger and make as its default build system,
programmers who use other tools may be put off.

I'll probably be installing it this weekend; if I have anything
interesting to say about it, I'll probably comment here.  I've used the
GNU toolchain extensively in the past, though, so my experiences may not
match people more used to Windows development.
